宜蘭縣社區營造中心

2003年起，因應中央將社造業務逐漸移轉至縣（市）地方政府，各縣市的「縣（市）社區營造中心」陸續成立，無非是期待地方政府對社區營造工作能擔任更積極、主動的角色。但在中央部會有時都不理解社區營造政策的真正核心價值時，難以期待垂直行政體系下的地方政府，能落實執行全面性連結社區的社造推動，故縣營造中心的建置是協助地方政府，建立一套縣市層級的社區總體營造推動架構機制與操作策略。
宜蘭的社區經營與發展基於公部門體制的支持，讓縣內社區組織及民間社群的活力一直得以維持，雖歷經幾次村里長選舉，影響地方派系發展脈絡，導致某些社區發展停頓，但是多數社區、社群仍維持一貫的社造精神，在地發展，呈現可期的願景。在此想法下，更需要透過社區營造的方式，積極培養社區營造人才，建立起社區的自發性、自主性、自信性。如此，才能有相對的能量與能力和外來的力量，進行對話、談判和選擇。而在這過程中，除了提昇社區的組織結構與增加社區民眾的認同外，培養、鍛鍊社區民眾參與社區事務的能力、提昇社區組織的體質，進而讓在地化的力量得以生根，草根民主得以發芽。
因此透過社區營造中心，提供有關本縣社區總體營造工作之輔導諮詢、交流學習等服務，相關工作項目如下：協助社區挖掘議題、分析與探討，輔導擬定行動計畫，並與跨領域、專業的夥伴共同合作，經由社區營造中心系統，培育社區總體營造人才，訓練社區組織的基本操作能力，培訓社造潛力師資，並建立宜蘭縣各局處社造平台會議、開辦提案工作坊及執行計畫工作坊等；期望能突破目前社區總體營造的瓶頸，開創屬於宜蘭在地的社區營造模式。

Yilan County Community Development Center

Beginning in 2003, in response to central government policy to gradually transfer community development work to county (city) governments, counties and cities across Taiwan began to set up County (City) Community Development Centers to take a more active role in community development. However, when the central government sometimes does not understand the true core value of community development policy, it is difficult to expect the local government in Taiwan’s vertically-integrated political system to be able to implement comprehensive community development that can connect with the community. A County Community Development Center assists the local government to establish a set of county and city-level community development promotion mechanisms and operational strategies.
Yilan’s community development and management are built on the foundation of support provided by public sector institutions, which helps maintain the momentum of county community organizations and private groups. Some village chief elections have affected the development of local factions thereby hampering community development efforts. However, the vast majority of communities and organizations maintain a consistent push for community development. There is still a promising vision for local progress. With this idea in mind, it is necessary to actively develop community development talent and build communities’ initiative, autonomy, and confidence. Only then will they have the relative strength and ability, paired with external support, to conduct dialogue and negotiations, and ultimately make decisions. In addition to improving the community’s organizational structure and increasing the support of residents, communities must cultivate and hone residents’ ability to participate in community affairs and improve the structure of community organizations to ensure localized power can take root and grassroots democracy will grow.
Community Development Centers provide services such as community development counseling and learning exchange. Related work includes: assisting communities to uncover problems, analysis and investigation, guidance for drafting action plans, and collaborating with expert cross-disciplinary partners. Community development centers help to nurture talent, build basic operational capabilities of community organization, train community development teachers, and set up community development platform meetings in various Yilan County government departments, and hold proposal and execution plan workshops. Hopefully such efforts can break through development bottlenecks and create a community development model tailor made for Yilan.
